Abstract
Background and Objective: Performance evaluation in clinical disciplines such as dentistry ‎requires specialized, multidimensional frameworks that extend beyond traditional bibliometric ‎indicators to encompass technological innovation, knowledge transfer, and systematic ‎infrastructures. However, the lack of valid and domain-specific assessment frameworks—‎particularly in developing countries—represents a significant research gap. This study was ‎conducted with the aim of developing and validating a comprehensive framework for ‎evaluating Science, Technology, and Innovation (STI) in the field of dentistry.‎

Methods: This research employed a mixed-methods (qualitative-quantitative) approach based ‎on an embedded convergent design. In the first phase, 198 initial indicators were extracted ‎through a meta-synthesis of 60 national and international scientific sources and categorized ‎into 8 main and 59 sub-components. In the second phase, to ensure localization and ‎validation, the Delphi method was applied with the participation of 15 experienced experts in ‎dentistry, technology management, and science policy. The Delphi process was conducted ‎over three rounds, and final indicators were determined based on mean scores, standard ‎deviations, and Kendall’s coefficient of concordance.‎
