Background and Objective: Performance evaluation in clinical disciplines such as dentistry requires specialized, multidimensional frameworks that extend beyond traditional bibliometric indicators to encompass technological innovation, knowledge transfer, and systematic infrastructures. However, the lack of valid and domain-specific assessment frameworks—particularly in developing countries—represents a significant research gap. This study was conducted with the aim of developing and validating a comprehensive framework for evaluating Science, Technology, and Innovation (STI) in the field of dentistry.
Methods: This research employed a mixed-methods (qualitative-quantitative) approach based on an embedded convergent design. In the first phase, 198 initial indicators were extracted through a meta-synthesis of 60 national and international scientific sources and categorized into 8 main and 59 sub-components. In the second phase, to ensure localization and validation, the Delphi method was applied with the participation of 15 experienced experts in dentistry, technology management, and science policy. The Delphi process was conducted over three rounds, and final indicators were determined based on mean scores, standard deviations, and Kendall’s coefficient of concordance.
